Description: This layer was derived from the CWS Western_US_HUCs layer and developed to be the consistent HUC12 layer in use at the UC Davis Center for Watershed Sciences. In additiion to making a few corrections to the HU_12_DS fields, we chopped off the coastal buffer on the HUC12s using the following methods:We had an old copy of the HUC12s without the coastal buffer (~January 2011).Select all HUCs in this layer with HU_12_DS of Ocean.Intersect the layer with the older layer, generating split coastal HUC12s.Select all polygons that are offshore. Change ID so that the first digit is now an M (instead of a 1. Stands for modified. "O" for ocean was considered, but looked too much like a zero)remove the Ocean flowing HUCs from the original layer,Merge in the new split HUCs
